Fuel pump relay does not click

Jetta 1800 csi 1992. Fuel pump relay does not click when ignition is turned on. only sometimes. relay has been replaced but problem presists. fuses is fine.this frustrating. hot or cold this problem occures

Check the main fuel injection relay because that often powers the fuel pump relay.
