1992 Toyota MR2 power steering failure

Power steering went out and PS light came on. Fluid was empty so we added power steering fluid - didn't make a difference. There isn't any fluid visibly leaking out. Looks like the power steering has its own pump - what would be the next step in troubleshooting this issue?

When the power steering fluid disappears with no visible leaks, suspect the rack and pinion assembly. The fluid will leak into one of the bellows boots around an inner tie rod end, then it will run into the other boot through the transfer tube. Remove either small clamp from one of the boots, then use a pick or small flat blade screwdriver to pull it open a little. If power steering fluid comes running out, replace the rack.
