Why wont my harmonic balencer turn?

Me and my friend took apart my 350 5.7 chevy motor to change most of the gaskets. When put back together, my harmonic balencer wont turn now. My buddy was thinking maybe we tightened the rockers down to tight but other than that he says he has no clue of what it could be says we messed with nothing that would make it stop from turning. Please help I have work this wee on wednesday and need to try and get it done

Is their any certain way to put it back on. We put a block of wood on it and hammered it on anough to were the bolt would go into the thread and tightened it the rest of the way back on

Have not yet done that have to get a feeler gauge and adjust and set the valve clearence from the rocker.
