1992 Chevrolet Truck IAC Stuck Open, High Idle

Just installed new engine, old one ran just fine but had a rod knock. Start it up and it idles somewhere between 12-1500. IAC is wide open, can put finger over hole to block vacuum and it idle's just great. Tried to reset the IAC buy jumping terminals on the ALDL connector, no difference. Tried swapping IAC's, no difference.

For the iac to set you have to drive over 40 mph for a short distance like a mile or so. Prior to doing this clean iac hole with choke cleaner. Also you can set the iac as well if you remove it and leave about an inch of plunger then drive it. Also check the ground on tstat housing as they corrode there as well as other grounds on back of engine.
