Cooling fan does not come on

Good day. I have a Toyota Corolla, 1991, 1.6 GLS (AE92). Just recently there have been issues with the cooling fan. When the thermostat switch is connected, the fan will not come on at all. When disconnected, the fan works continuously. I removed the thermostat but still no change. The heat gauge also remains just below the halfway mark, but the radiator will start to overheat and blow the cap off the overflow bottle. I also changed the fan regulator which I noticed is getting extremely hot. Could the problem be the regulator or the thermostat switch?

If it is overheating and not showing it, the temp sending unit doesn't seem to be working. Have you replaced the cap? As far as the fan, have you checked the fan relay?

I have changed the fan relay but no change in the problem. The radiator and cap is a year old. Should I change the cap as well? Also, please can you advise where I can find the temp sending unit on this car?

No, if you replaced the cap once and it does the same thing, it should be fine. This has me confused because the radiator overflows but the temp in the vehicle shows normal. Are you sure there isn't a radiator hose pincing shut when the engine overheats? And as far as the fans, there has to be a short in the wiring or a problem in the PCM.
