Just replace rack and pinion but it seems to be making noise when I turn the wheel side to side. Fluid is top of and air seems to be all out. Also I want to make sure I did not mix the two 12mm lines going into the gear housing on the rack. One I believe is the cooler line and the other a return?

You don't have the lines switched. The threads on the soft metal nuts are different, and even if you used adapters to switch the lines, the steering gear would try to go the opposite way you're turning the steering wheel.

A buzzing noise is common due to air trapped in the steering gear. Give it two or three days before you get concerned. If you can't wait that long for the air to work its way out, place the car with one front wheel up higher, like on a curb, then turn the steering wheel back and forth a few times. Do the same with the other front wheel up higher.
