1990 Oldsmobile Regency Install Block Heater

My son moved to North Dakota in March of 2013. This will be his first winter there. I've heard of a heater being installed in the engine block to help a vehicle crank in extreme cold. How difficult is this to do? Is this something that has to b done by a professional mechanic? Is there a "Step by Step" site I can tell him to go to or possibly a "How To" video?

That's very common in cold climates or large trucks.
They sell a few different types of kits. Some install into freeze plug holes, some into radiator hoses and some heat the oil.
The radiator hose style would be the easiest to install but also the least effective.
