How do i get to the brake light switc?

On my 1989 volvo 240dl? i thought it was down by the brake pedal but all that is down there is the cruise control switch i can not see the brake light switch from under the dash so how do i get to it to replace it? have tested the bulb failure monitor, fuses are good and bulbs show good but still have no brake lights.

It should be at the top of the brake pedal.

all i find at the top of the brake pedal is the cruise control switch. have taken instrument cluster out of dash and can not see the switch from above ether. just above the cruise control switch i run into steering column
