1989 Oldsmobile Toronado ignition

My key is stuck in the on position. Not to mention the key broke off in there

Slide a small strip of paper along each side of the part of the key in the cylinder, then mix up a tiny dab of epoxy and glue the handle to that part of the key. Hold it in place with a rubber band or some wire overnight. The paper will prevent the glue from squishing out and sticking to the cylinder. Most of the time you'll be able to pull the key out the next day, (but don't try to use it again like that).

Wheres the neutral/park switch on my car (1989 olds toronado trofeo)? Im thinking thats why my ignition is stuck in the on position.

Pretty unlikely. The switch is on the transmission. The shifter shaft goes through it. They don't cause a lot of trouble, and it would be real rare to have one come apart in such a way as to lock up the gear shift.
