What allen bolt are you referring to? You need a special pulley puller to get the pulley off. There should be a collar around the center hole, about an inch and a half in diameter. The tool grabs that collar.
When you press the pulley back on you have to use that same tool with a threaded insert so the force is on just the shaft, not the pump body. You also have to know how far to press the pulley onto the shaft. If it uses a serpentine belt, there will be a horrendous belt squeal if the pulley is at the improper depth by as little as 1/16".
