instrument panel lights and normal headlights wont come on, what could it be?

ive changed the fuses and put in new alternator recently. the high beams will come on and even the chime for the light warning comes on, but no normal headlight or instrument panel lights will come on, what are the possibilities?

Start with checking the switch itself.

the relay switch for it? or the switch inside the car for the lights?
