AC system, no cooled air in CAB, newly charged system

2006 Volvo excavator EC140Blc.

Things done: step 1
New control panel Fan controls work, blower motor works but no cold air. Ran dye and found blown low pressure hose.
Installed new compressor, dryer, new low pressure hose to condenser. While apart ran some lacquer thinner through condenser and blew out with air.
Hooked gauges up and pulled vacuum, let sit for one hour, no drop in pressure. Opened low pressure knob and pulled vacuum for an hour.
Purged yellow line, then reopened LP line and added correct amount of 134A. Note: cans took a while to go in, high pressure climbed to 415 PSI. Low pressure about 80 PSI. Compressor cycling on off about every thirty seconds. No cold air in cab. Fan blowing fine.

Take 2:
(I figured maybe there was a problem with my expansion valve)
Took R134A out. Pulled cab apart and replaced expansion valve. Pulled vacuum and let it sit for forty five minutes, no drop. Opened both sides of valves and pulled vacuum for an hour. Let sit over night, no loss of vacuum. Pulled vacuum for three hours or so. Then tried to add coolant. Added about an ounce of oil to line then started adding 134. By the time I added half the amount, high pressure started to clime, eventually hit over 400 PSI. Low pressure about 40 PSI with compressor running. Compressor no longer cycling on and off, but running steady. Still no cold inside. Pipes going in and out of condenser are hot. On compressor, one line hot and one cold. Still no cool in cab.
What is going on? At this point I cleared the system again, and then figured I would pull a vacuum for a long time (over night) and see if maybe that helps. But at a bit of a loss as to what is going on.

Hello,

I need to know if the line coming out of the evaporator is cold? (Large tube) If no it sounds like you have too much oil in the system. If so then I would look at the temperature blend door actuator. Here are two guides below to help us get the problem fixed:

The new compressor came with proper 9 oz of oil in it. I have kept track of the oil put in the system, I have only added the amount that was removed when evacuating it. I am pretty confident the amount of oil is good.
So the condenser looked pretty clean I thought from the outside but it was not. Condenser looks like two stacked together. I removed it today and found the rear one packed with grease/and dust. The lower part of the radiator behind it was also filthy. A good bit of the fins where mashed over as well. I spent a few hours de-greasing and straightening the bent fins. I am thinking there was not much airflow through the condenser! If the condenser was not cooling down the refrigerant I am guessing this could make the system not work. Would this give me high pressure on the high side, and make the refrigerant not go in as easily?

Success! Cleaned pounds of greasy dust mess out of the radiator and condenser. Replaced all the o-rings, rang a vac on it and it held good. Recharged tonight, all the refrigerant went in fine. With the compressor running and system filled low pressure side was reading 22 psi and the high side was reading 180 psi. Temperature in the cab is in the 60's! Thanks for the help Ken!
