Hi:
In this situation, all I can tell you is there is no way for only one of the circuits to be getting more power. If the alternator is working properly and being regulated properly, the voltage being produced is what everything will get. There isn't a way that only that headlamp will get more.
With that, based on what they told you doesn't make sense to me. I have 45 years of experience in the industry and consider myself somewhat knowledgeable when it comes to electrical circuits. However, I've been wrong before and it will happen again, but what you were told makes no sense to me unless it was only very slightly different which could be a connection issue or excessive resistance in one of the wires/ground. That, in theory, could lessen the voltage but won't increase it.
By any chance, do you know the voltages that were found?
