1998 Saturn SL2 Car will not start, does turn over makes a

So this morning I went to start my car after it has been sitting for weeks, I am a part time driver on this car. It would not start. When putting my key in the idle position everything turns on just fine, but when I go to start the car it turns over but than makes a whining/wheezing noise. Either way the car doesnt start. I checked all my liquids everything is fine. What could be my problem?

First of all are the battery cables clean and tight?U said the car sat for weeks is the battery have a good charge in it?U may have a weak battery or a battery that self discharges over time or a parsitic draw on the system. Have u tried jump starting the car?When u say the car turns of then makes a whining weezing noise does it stop turning over at that time?
