Sounds like you could have a restricted exhaust have your back pressure tested for being excessive. Let me know what you find.

If you have a bad tps it usually sets a code it's really uncommon for a bad tps on that car I have worked for saturn as a service tech for over 16yrs and have replaced very few tps on the S model car.I would check the back pressure and fuel pressure I think most likely too much back pressure. Let me know what you find.

If it was the coolant temp sensor being that bad I would think you would have overheating and trouble starting. Keep me posted on what you find.

The cat is a federal emissions and law not a state law every car sold in the usa every state has to have a cat on it. They may not have emissions testing where you live but that cat is supposed to be on there. That's why they have 49 state emissions which is federal emissions. Then in california they have other add on emissions laws in addition to the federal ones. Was just throwing that out there.
