Heat only works at higher speed

Hot air only comes on at higher speed.
I just had the thermostat replaced and it did not fix the problem.

Is it that it is not hot or that the blower only works on high, because if the blower only works on high, chances are it is a faulty resistor because high speed does not go through that resistor but speeds 1, 2 and 3 do.
That resistor is located under the right side of the dash.
