What would cause my hvac unit to blow air continually - even when turned to the off position (It does not blow air when the car is off though)?

Hi lorig1976,
The only thing that can cause the problem would be a bad control panel. It is not cutting off the grounding of the circuit for the blower motor to stop working.
Was any repairs done prior to it happening?

Hi,
My 2000 Civic does the same thing. I was told by honda that even if the controls are turned to off you will still get minimal air blowing through the vents. It blows more air as your speed increases. Supposedly it's normal.

Thank you for the input.
I realised I misread the question.
You are correct about some air blowing and it is normal if the auto mode is used. After turning the AR, the venting would turn to fresh air so there would be air blowing in when vehicle is in motion.
Turning the vent to recirculation would stop the air flow.
