2000 Ford Focus Car wont start. But tries.

My car attempts to start but will not turn over. I tried putting in new spark plugs and tried to jump the battery but none of these things worked. Any ideas of what this could be! I just had the timing belt replace if that helps!

Hi:
Has the car run since the timing belt was installed? Also, have you checked for both spark and fuel? It sounds like it may be starved for fuel, but I can't tell without having it checked.
