1997 Ford Escort Won't start

At freeway speeds it would loose power and sputter and the check engine light would flash. Now it won't start. PLEASE help! (If it's the heated oxygen sensor, which one should I replace)

Check fuel pressure and fuel pump
also with this mileage u have I would check the timing belt

What's the best way to check the fuel pressure and the timing belt? I have experienced the same problem on a 98 Escort.
