I just had a new battery put into my car last friday, now my car wont start again. It turns over, and attempts to start but then dies out and the "fuel Output Cutoff" light comes on. What does this mean and why wont my car start now?

I've checked the reset switch in the trunk of my car and it still will not start. Does this mean that I have blown the fuel pump, or something else? I was rocking it, flooring it, etc. For over an hour this morning due to a bad snowstorm, so this makes sense but if it its not fixing the issue by reseting the switch, what is the next thing to try?

Need to determine if it is fuel, ignition or mechanical.
Check for spark
Spray carb cleaner in throttle bodyIs engine spinning over faster than normal?

I don't know how to do this. I am the ultimate woman when it comes to cars, so my knowledge is extremely limted:) how do I know if its sparking? If that means its trying to start, then yes it is. It tries to start and almost gets there, but then just dies out within seconds. And the engine spinning faster? No clue, doesn't SOUND any different than usual when I try to start it, if thats what you mean? I'm sorry:)
