1999 Ford Contour no crane no starte

My car had a evap leak on top of gas tank took off tank fixed bad line put baCK IN CAR GAS GAUGE DID NOT WORK TOOK TANK BACK OUT CHECKED WIRING FOUND SHORTED WIRES AT HARNESS FIXED WIRES. GAS GAUGE NOW WORKS. PUT BACK TOGETHER. TURN KEY ON DASH LIGHTS UP BUT NO CHECK ENGINE LIGHT. ENGINE WILL NOT CRANK BATT. GOOD. FUSES ALL GOOD. COULD I HAVE FRYED MY COMPUTOR. AND HOW CAN I CHECK TO SEE IF I DID. IT WILL NOT COMUNICATE WITH SCAN TOOL.I TRYED ANOTHER KEY BUT STILL NO CRANK. CAR WILL CRANK IF I PUT STARTER BUTTON ON STARTER. BUT WILL NOT START.

Hello, I can't tell if there might be an issue with your theft system? Did you check the circuits at the starter relay? As far as the scanner, check voltage at pin 16, datalink connector, should be hot all the time, if not check fuse 24--15 amp underhood fuse-box.
