1998 Chevy Truck Rotates won't Start

98 Chevy won't start. Fuel Pump replaced 2 yrs ago. Engine will rotate, rotate, won't turn over. Battery checked, said was fine. I do not hear fuel pump whine when turn ignition on, I checked relay under hood, I feel it clicking when key turned on. I have spark at plugs, I have not checked fuel filter as it was replaced about 3 months ago. I have been adding octane booster now and then for last couple months. Does it sound like fuel pump? I do not know where to check to see if pump getting voltage, nor do I have fuel pressure check. I should hear pump buzzing when key turned on right?

Try spraying starter fluid into intake manifold and oif the truck starts then suspect fuel pump and also check the electric plug going to fuel pump and replace it too if there are signs of melting or the connectors look black or dark at all.
