1995 Chevy Truck no start

I have replaced the battery and starter.I have verified 12.4 volts across all terminals. When I turn the key I can hear the apendix kick out but wont turn over engine.I have cleaned all terminals also.I can turn over engine buy hand so I know the engine is not seized.I was thinking that maybe the starter cable from the battery to the starter is bad.

Take a reading across the battery posts, key in the crank position, what is the reading?

If you think the cable is the problem, do a voltage drop test. There has to be a load on the circuit, compare the readings at each end of the cable. Positive and nagative. Don't hold the key in the crank position more a few seconds. You can turn the key off while reposition the meter.

Also, check for voltage at the starter field terminal. Any testing, make sure the tranny is in park or neutral and the e-brake is set

Thanks for the info, it turned out to be a bad ground on the engine, I used some jumper cables from the ground post on my battery(with a long bolt)and connected to frame and engine. With both, on starter turns, with the one on the engine off, no start.I ran new grounds to engine and runs great.
