Why does my 1999 4.6L Chevy Truck engine run sluggish on hills and when passing another vehicle

Idles smooth, runs fine around town. Runs sluggish on hills and when passing another vehicle. Seem like it has a governor on the throttle.

Have the exhaust system checked for blockage-also the TPS and MAP sensors
