What would cause my vehicle to not have power at the OBD2 port?

I have checked all the fuses twice and even swapped them for new ones! Not sure what else to do. Yes, the radio works and both the cigarette lighter and the aux port works as well. Please all feedback is welcome and appreciated.

That car uses a single fuse that powers the DLC and the optional power mirrors. The mir/dlc fuse in the panel under the left side of the dash. I would use a test light to verify that the fuse has power on both sides.

If it has power to both sides but still nothing at the DLC pin 16 then I would check the wire right behind the DLC, you can use a pin stuck into the wire to test it with the test light, I have seen the connector fail before. If nothing is there then the wire needs to be traced to the fuse panel, it is either damaged or the panel has an issue.
