EGR Valve

I have an 02 F-150 48,000 miles. My check engine light has been on for about 8 months. I had it checked at a parts store and they said it was the EGR valve, I removed it and cleaned as best possible. That didn't correct the error. When I removed it there was no gasket. Today I purchased one and it came with a gasket. I purchased the vehicle new, so why would a replacement part come with a gasket and out of the factory they didn't install one? Should I install the gasket with the new part?
