Two lower brake lights don't work, one above hatch does

Two lower brake lights don't work, one above hatch does. I replaced the bulbs, and did not find a blown fuse. What else can it be. If the brake light switch was bad, wouldn't the upper light not work also?

Sounds like a bad turn signal switch, the lower brake lights go through the switch while the 3rd light doesn't Check out the diagrams (Below). Please let us know if you need anything else to get the problem fixed.
