2002 Chevy Cavalier How do I replace my muffler strap?

Is this rod threaded and has a nut on it?

I went to Auto Zone and purchased a universal muffler strap for about $3.50. It's about 5ft worth of thin sheet metal with a hole every inch. It also comes with two sets of nuts and bolts. Take the old muffler strap off(look inside the D/S rear wheel well where the rubber hanger is connected and bend the tab down to remove the rubber) and cut off the metal bar where the strap is welded to it. You'll need it for new strap. Put the rubber hanger and metal strap back onto the original prong and bend the tab back into place. Now use either a jack or some wood to hold up the muffler, wrap the new strap around the muffler and OVER TOP the metal bar. Then put the bolt through the two holes in the strap that are closest to the muffler. Tighten it down with the nut and you shouldn't have anymore hanging muffler.

I would also paint this, as it is mild steel.
