It's got spark and Car will turn over but will not start. It has spark and fuel pump works. Checked trouble I did a fuel pressure test. Did it three times and got 30psi each time. Is fuel pump bad?

Your fuel pressure is way too low-

FUEL PUMP PERFORMANCE
ApplicationPressure psi (kg/cm2 )
1.9L (VIN 7)38-44 (2.67-3.09)
1.9L (VIN 9)31-36 (2.18-2.53)
2.0L, 2.2L & 2.3L41-47 (2.88-3.30)

If should atleast start and idle with that fuel pressure what does it do when try to start it?Have you tried holding the gas pedal all the way to the floor while trying to start it?Do you have any codes? Also have you checked your coolant temp sensor?Usually when the fuel pump fails on those cars they just freeze up and have 0psi.
